To stop them from spawning,  make sure your platform has no flat 3×3 areas of solid blocks or 2×2 in Bedrock.

In building a basic creeper farm, you need to build a platform in a diamond shape and place a dispenser in the middle. It is best to place down the dispenser first and then build out from there. At the bottom of the farm, you need to build a killing and collection area. A flat slab of magma can be used to kill the Creepers through burn damage, then you can run hoppers and chests underneath to collect the drops.

On top of your farm, build a timing circuit running into redstone dust or a component like a dropper, lamp, or note block above the observer, to altenate between spawning mode and flushing mode on its own.
